The Bargaining Committee shall negotiate all contracts or agreements between Local Union 286 and the Goodyear Tire and Rubber Company, Lincoln plant, which the Union has authorized. Such contracts or agreements shall be submitted to the membership for their approval or disapproval and to the International Union as prescribed by the International Constitution. This committee is made up of three elected members from the Production Division, three elected members from the Skilled Trades Division and two elected members from the Service Division ( one from the Lincoln plant and one from the GDC ). The committee also makes all final disposition, adjustments or recommendations on all grievances. The Local President, Policy Committee Member, and Alternative Policy Committee Member are members of this committee by virtue of their office.

As one of our Unions largest committees, members of the COPE committee are always and foremost promoting political action between our members and the political powers that be. Members of this committee help build yard signs, do phone banking, help to screen candidates who support our position on labor issues, handbill, volunteer hours to campaigns, maintain the voter registration status of our members, actively lobby State Legislators, State Senators and Congressmen, the Mayor and the Governor, and support the GET OUT THE VOTE program. Labor issues can include strike issues, family leave, job security and Buy American/Buy Union. The importance of this committee stems from our Union's belief that it is imperative that working men and women protect their hard fought gains by being involved in the political process.

Twice a year the members of this committee can be seen cleaning up the stretch of highway which has been adopted by our Union. The rest of the time they assist with Food Drives, ring bells for the Salvation Army and work to promote United Way/CHAD programs. Some of the members have received disaster relief training from the Red Cross. Community functions can usually count ton the help of this committee. The driving force behind this committee is the belief that it is the responsibility of the union to extend its services to its members and their families beyond the plant gates and the collective bargaining agreement into the neighborhood and the community as a whole by establishing effective organizational relationships with community agencies and facilities for the complete development and full utilization of all health and welfare resources for the benefit of all people.

Departmental stewards are elected annually by the members in their department or whenever there is a need to replace a steward who leaves the department or the shift or requests to be replaced. The steward is the first liaison between the member and the management. The steward is responsible for the maintaining of contract enforcement in their area. All members have the right to request their stewards presence at any time. Stewards are considered the backbone of our union and are to be involved in the first step level of any grievance, safety issues or complaint. All stewards should endeavor to attend all regular membership meetings or request to be excused prior to the meeting. After completion of the annual steward election, the stewards's elect a shift Chief Steward. Each shift has a Chief Steward. The duties of the Chief Steward include but are not limited to assistance and support to any departmental steward, handing out information is the main link of communication between the Union Hall and the members, performing all steward elections and managing plant-wide collections. The Chief Steward can be additional representation for members at members request, handles grievances and complaints at the first step level, as well as gathering information to be used in grievance handling. All stewards are directly responsible to the Local Union Vice President.

Whether it is the Annual Christmas Open House, the Softball Tournament, the Annual Labor Day Picnic or the Golf Tournament it is the Entertainment Committee and many volunteers that are responsible for the good time had by all. The members of this committee do the planning and preparation for these activities as well as assisting in the ground work for the Annual Stewards and Retirees Banquet.

Executive Board members are elected officers of the Local Union. The President, Vice President, Secretary and Treasurer of the Local Union are members of the Executive Board by virtue of their office. The other members are elected by membership. The President presides at all regular and special meetings. The Secretary of the Local Union is also the Secretary of the Executive Board. The Executive Board meets monthly, reviews all correspondence and reports all actions taken at the next regular membership meeting. The Executive Board hears members complaints, makes recommendations for donations, considers plant-wide collections and recommends action on any expenditure over one hundred dollars. The Executive Board recommends to the membership participation in educational or Union related functions to encourage and advance the interest and the growth of our Union. The group also makes recommendations to the membership person/persons to fill vacancies. They are also required to make recommendations regarding contractual changes submitted by the Bargaining Committee.

MEMBER SERVICES AND ORGANIZATIONS

The services offered by Local Union 286 are examples of our commitment to the attainment of a better standard of living for wage earners; greater job security; better working conditions; the elimination of discriminatory practices; a greater share of the profits of industrial progress; the faithful performance of contracts entered into in good faith and a greater measure of equality and justice for all working people. Some services are offered through the workings of the elected officers. Some services are through the workings of committees and still some are just the result of the duties of the the Union Office. Some of these services include flowers and cards sent in the case of the death of an immediate family member, information on community services available, on going educational opportunities and insured fair representation on every issue. Union officers, committee members and volunteers continue to remain up-to-date on political matters that pertain to labor needs. Union officers believe in and participate in Joint Process functions and meetings in the hope of future success and job security. We have the Spotlight it is a Union monthly newsletter. It contains information on activities, benefits, pension and insurance updates, safety information and and letters from the President, Vice President and Editor. There are committee updates and Goodyear business information. Local 286 Retirees Club meets monthly except during the summer months. The fellowship of our retirees is a very important service and is supported by the Local Union officers. The Retirees Club grows with the retirement of each member. Many of the members of this club are personally responsible for many of the benefits we all now enjoy.

URW\USWA Local 286 employs an office secretary whose duties as receptionist makes Public Relations the first and foremost job duty of this position. Some of the responsibilities of this position include, but are not limited to, working closely with all elected officers and committees, typing, filing, bookkeeping duties, managing COPE and dues check-off programs, up-to-date members cards and files and timely notification of meetings. The office secretary handles many of the additional services offered by the Local Union for their members.

PENSION AND INSURANCE

The Pension and Insurance Representative is an appointed position approved by the Executive Board and recommended to the membership for approval. The Pension and Insurance Representative is under direct supervision of the President to handle Pension and Insurance problems, Worker's Compensation and other necessary work as directed by the President. Other duties include assisting on grievance meetings on related problems and may be required to attend various Union conferences, meetings, negotiations and schools or classes related to the duties of this job.

This committee consists of four members. The members of this committee are responsible for handling the concerns of the union members on safety and health related issues. They set up training and educational opportunities in occupational health and safety areas as well as on ergonomic issues. It is their responsibility to keep up-to-date on procedures and compliance with State and Federal Safety and Health Laws. The members of this committee are the Union representatives on the Joint Union/Management Safety Committee.
